He said he became scared because he discovered that following the arrival of the $20million Fijian families owned about 80 per cent of shares while Fijian institutions like FAB, Ministry of Fijian Affairs and provincial and tikina councils owned about 20 per cent...He said he expected Qarase, as the financial adviser to FAB and the person who advised provincial councils to invest in FHL, to be the protector of the interests of FAB, GCC and other Fijian shareholders. In June, 1992, he claimed he came across a folder containing individual files for about 30 individual companies that were new FHL Class A shareholders.
